Do you mean the MDTs??
No, you can't just use a TNC and Hyperterminal..

It is illegal in the USA to try and decode MDTs.

24 trunked sites. Some will be TX/RX and some RX only. Current voice system is 15 sites. Current data system is 7 sites.

well, will your radios cover the band? Unless it is encrytped you will be able to scan it and program your radios with it...probly won't be able to tx on it though because they would have to authorize your radio and can turn them off from the comfort of CB, which would prevent situations like last year's Dante in Hempstead...when was that btw?

January 4th 2007.

Dante had a Hempstead PD portable that was dropped in the confusion after he fired at the cops.

Was listening to the Dante thing at the Firehouse with another guy...very shocking to hear...figured it out once he started cursing...never heard anything like that before.

technically, a scanner...discriminator tap...and a data slicer with mdtmon program would read all transmissions of an mdt...

now is this illegal? yes....

in reality would u get caught? probably not... but shouldnt take that chance.

Discriminator taps are not illegal.
There are plenty of legal thing you can do with a "tapped" scanner.

Monitoring MDTs is NOT one of them.
Decoding Pagers [POGSAG, FLEX] (remember those) is another.
